Colleen Scheele, J.D., serves as NAMIC's Public Policy Counsel, Solvency & Tax Policy. She is responsible for providing the association and membership with policy expertise and analysis on tax and fiscal legislative and regulatory issues of interest to the property/casualty insurance industry at the state, federal, and international levels.
Prior to NAMIC, Colleen worked at FORVIS, LLP, where she researched and developed firm policy related to new Treasury guidance and IRS regulations, as well as tracked tax legislation nationwide. Additionally, she was part of FORVIS' tax controversy team, assisting clients with penalties, appeals, and audits at the state and federal levels. Colleen served in the state of Indiana government for four years, clerking in Gov. Eric Holcomb's office and as tax and legislative counsel for the Indiana Department of Revenue. In her role at the Department of Revenue, she wrote tax policy guidance and tax law for the state.
Colleen has a Bachelor of Arts degree from DePauw University and a law degree from Indiana University McKinney School of Law. She is a member of the Indiana State Bar and serves on the leadership council of the Policy Circle, a nonprofit organization dedicated to empowering women to be a part of the policy discussion in their communities.
