Biography

Tony Cotto is the assistant vice president and counsel for federal and political affairs at NAMIC, where he advises members on all federal legislative and regulatory proposals that have potential to affect the property/casualty insurance industry. He frequently represents NAMIC before federal and state policymakers and at insurance industry events where he provides analysis, research, and testimony on priority issues for the association and its members. Cotto previously served as NAMIC’s director of auto and underwriting policy.

Prior to joining NAMIC in 2020, Cotto served as an executive advisor in Kentucky Gov. Matt Bevin’s administration. He oversaw legislative and regulatory reform efforts across more than 35 agencies and licensing boards, including the insurance department. Before his service in state government, Cotto advised insurance entities in private practice as a managing associate at the law firm of Frost Brown Todd, which followed a five-year stint as financial policy and legislative counsel at the National Association of Insurance Commissioners. He also served as counsel to the U.S. Senate Permanent Subcommittee on Investigations, advising the ranking member at the time, Sen. Tom Coburn, M.D., R-Okla., and as associate general counsel at the U.S. Department of Commerce in the George W. Bush administration. Cotto began his legal career with the U.S. Office of Special Counsel, investigating and prosecuting federal whistleblower complaints.

Cotto earned his law degree from the George Washington University Law School and his bachelor’s degree in political science from Yale University.
